MINUTES OF THE S.A.H.P.A. INC. MANAGEMENT COMMITTEE MEETING HELD AT THE S.A.H.P.A. HEADQUARTERS ON TUESDAY 3RD DECEMBER.

1. Chairman opened Meeting at 7.00 p.m. Attendance: Mr. D. Thalbourne
(Chairman) Mr. J. Nisbet (Vice-Chairman) Mr. J. Cock, Mr. R. Fewings, Mr. K. Pridham, Mr. P. Couzner, Mr. W. Moyle, Mrs. C. Myers, Mr. M. Pethick (Treasurer) Mr. R. Seedsman.

5. Treasurer’s Report: - “End of Financial Year”

The Treasurer presented his Provisional End of Financial Year Report to the Committee (Subject to Auditing)

The Report indicates that an Operating Loss has been recorded for the Financial Year – November 2001 through December 2002.

As stated in the 12th November 2002 Minutes, a full report will be provided to all Members prior to the 2003 A.G.M.

6. CORRESPONDENCE IN:

1. From Southern & Western Community Broadcasters Inc – Agenda
for their A.G.M. to be held on 2nd December 2002. Action: Secretary to file.

2. Letter from West Torrens Inv. Racing Pigeon Club – NOTICE OF
MOTION - “All Ring Money from Ring Sales to be Reimbursed to the Relative Clubs. Action: After clarification as to this Notice Of Motion. The Management Committee have moved that all Relevant Clubs be Reimbursed the current 15c per Ring for all Ring Sales up to the end of February of each Financial Year.

3. From Mr. Eric Shuker – New Member of the Payneham Club -
submitting a Loft Plan and appropriate fee. Action: Secretary to file
until 2003 Membership Lists are submitted.

4. From Life FM – Christmas Party for Special Children to be held at
the Adelaide Zoo, thanking us once again for our Donation. Action: Secretary to file.

5. From Mr. J. Hofman – Application for position of Release Officer for the 2003 Season. Action: General Secretary to file for when Applications are considered.

6. E-mail from Knox Bird Clinic – Advising of approximate availability
date of Pigeon Pox Vaccine.

7. Letter from Mr. I. Durrant – Application for the S.A.H.P.A. Inc.
Convoyer for 2003 Season. Action: Secretary to file for when
Applications are considered.

8. E-mail from Southern Vales Invitation Racing Pigeon Club. -
NOTICE OF MOTION – For the approval of the Electronic Timing
System by the S.A.H.P.A. Inc. General Membership at the 2003 AGM.
Action: General Secretary to request clarification in regards to Notice Of Motion.

9. Facsimile from Journal Editor – B. Caesarowicz – Correspondence
Regarding her thoughts as to the merging of the S.A.H.P.A Inc. Journal with The Australian Pigeon Fancier. Action: The Management Committee would like to thank the Journal Editor for her input regarding this matter.

8. GENERAL BUSINESS:

1. Club Membership Forms 2003 – Club Secretaries, please note that
Club Membership Forms will be forwarded in early January.

2. Presentation Night – The Management Committee would like to
Thank Mrs. Cheryl Myers for organizing this event.

3. The S.A.H.P.A. Inc. Management Committee would like to wish all
Members & Their Families a Merry Christmas and A Happy New
Year.

4. The General Secretary would like to take this opportunity to Thank all
S.A.H.P.A. Inc. Position Holders, S.A.H.P.A Inc. Sub-Committees, Club Secretaries and Volunteer Workers for Their Support and Commitment during the 2002 Season.

5. NOTICE OF MOTION – Lodged by S.A.H.P.A. Inc. Management
Committee.
“TERMINATION OF MEMBERSHIP”
3) Any Member found Guilty of Administering Performance
Enhancing Drugs to Racing Pigeons, Namely Anabolic Steroids, Beta-Agonists, Cortico Steroids or their derivatives, be adjudged to be Guilty of Misconduct and suspended in accordance with Rule 9 – Termination of Membership.
This Rule to be replaced with the following:

PERFORMANCE ENHANCING DRUGS

1. Any Member found Guilty of Administering
Performance Enhancing Drugs to Their Birds or being and Accomplice to Administering Performance Enhancing Drugs to Racing Pigeons for the purpose of gaining an Advantage over His/Her Competitors will be
Disqualified from Competing in ALL RACES that are conducted under the Auspices of the S.A.H.P.A. Inc. for a period of time which is to be determined by the S.A.H.P.A. Inc. Management Committee.

2. The S.A.H.P.A. Inc. Committee reserve the right to
   have Members’ Birds tested for all Performance
   Enhancing Drugs and in Particular Anabolic Steroids,
   Beta-Agonists, Cortico Steroids.

3. Routine Tests will be conducted and any Member
   refusing to have His/Her Birds tested will be in breach
   of this rule and will be automatically disqualified from
   Racing until such time as His/Her Birds have been
   Proven to be free of any Performance Enhancing
   Substances.

4. In the case of a Clearly Positive Result, all Costs shall
   be borne by the Offender. If the Result is Negative all
   charges in respect of the Testing will be borne by the
   S.A.H.P.A. Inc.

5. Medical Treatment may not be used as Justification
Should the Result prove Positive.
   Pigeons undergoing Medical Treatment with Substances
   Listed in Paragraph 2, cannot take part in Races and
   Must not be in a part of the Loft dedicated to Racing.

6. Once the Test has been finalized and the Result
   Established, a copy of the Result shall be forwarded to
   the Member/s in question and another copy to be placed
   in the hands of the S.A.H.P.A. Inc. General Secretary.

OUTLINE OF HOW SAMPLE MAY BE TAKEN

1. Samples to be taken by a minimum of two (2)
S.A.H.P.A. Nominated Officials in the presence of
The Owner or his Nominee.

2. Only the Authorized Test Kit supplied by Racing
Analytical Services Limited may be used.

3. The instructions given with the Testing Equipment
Must be followed to the letter.

4. Samples for Testing are to be sent by First Class Post
To Racing Analytical Services Limited, 400 Epson Road, Flemington. Victoria. 3031

PROCEDURE FOR USE

1. Ensure all Components of the Test Kit are present
Before starting the Test Procedure.

2. Be careful not to contaminate any parts of the Kit once
The Procedure is started.

· The Gloves provided must be worn throughout the Sampling Procedure to ensure no contamination can occur from contact with Human Hands. This will also protect you from contact with the Test Material.

3. Using The Scoop, collect the Sample and place it inside
The Sample Bottle and screw the Cap down firmly until
Tight and the Tamper Proof Seal is engaged.

4. Apply the Self Adhesive Seal to the Sample Bottle by
Placing the Seal over the centre of the Cap, then press the Seal down the sides of the Bottle.

5. Place the Sample Bottle inside the Bio-Hazard Bag and
Seal the Bag by folding the Top of the Bag and then place the Seal over the Fold and down the Front and Back of the Bag.

6. The Owner of the Birds or his Nominee will be required
To Sign across the Seal and the Seal shall remain in place, until the Test Kit is opened by an Authorized Person at the Testing Laboratory.

6. 2003 Capitation Fees.

The Management Committee have moved that the Capitation Fee for
2003 Season be $50.00 Per Member.

Life Members and Junior Fees are Nil.

7. New Transport Unit Proposal.

After studying this Proposal the Management Committee are
Unanimous in their decision that a New Transport Unit is not a Viable
Proposition at this Stage.

The Management Committee would like to thank Mr. T. Meekins &
Mr. R. Caesarowicz for their input into the New Unit Proposal.

8. S.A.H.P.A. Inc. Journal.

After discussing the future of the S.A.H.P.A. Inc. Journal at length, the
Management Committee have decided to canvas the proposal (for the
Approval by Members at the 2003 A.G.M.) of replacing the S.A.H.P.A. Inc. Journal with a Regular Newsletter plus the introduction of a S.A.H.P.A. Inc. Year Book.

The Year Book will include all relevant Race Results, Release Reports, S.A.H.P.A. Inc. Aggregate Points, General Information and Profiles of S.A.H.P.A. Inc. Race Winners etc.
